Section 23-4 - Violations, Penalties, & Bonds

Sec. 1. The driver and owner or person in whose name a vehicle is registered shall be responsible for all violations incurred by the vehicles.
Sec. 2. Penalties and/or bonds are payable in person at the City Police Department or the City Treasurer's office, corner Broad and Meeting Streets, or by mail to the City Treasurer, P.O. Box 386, Charleston, S.C.
