The President of the University acting pursuant to the authority vested in that office by these regulations, shall exercise discretion and authority in such a manner as to insure the proper conduct of the necessary business of the University and effective utilization and control of the available parking areas and facilities on the campus of the University for the benefit and maximum convenience of students, faculty, staff members, and visitors.
