The President, Chancellors or Deans of the respective campuses, acting pursuant to the authority vested in them by these regulations, shall exercise their discretion and authority in such a manner as to insure the proper conduct of the necessary business of the University and effective utilization and control of the available parking areas and facilities on the campuses of the University for the benefit and maximum convenience of students, faculty, staff members, and visitors.
