A. The State Traffic Commission is charged with the following responsibilities:
1. The
State Traffic Commission has adopted the Manual on Uniform Traffic Control
Devices (MUTCD), incorporated above in §
1.3 of this Part, as its manual
of regulations and specifications establishing a uniform system of traffic
control within the State of Rhode Island. The MUTCD is the official publication
of the Federal Highway Administration that contains all national design,
application, and placement standards for traffic control devices.
B. Public Access
1. State Traffic Commission meetings are open
to members of the public, who may speak on any agenda item after completing a
Request to the "State Traffic Commission to be Heard" form.
2. The form is provided to members of the
public upon arrival at the meeting and collected after it is filled
out.
3. The form is then handed to
the chairperson so that he/she is aware that someone is present to speak on a
particular issue and the person is heard when the agenda item is
reached.
4. The State Traffic
Engineer shall post electronically the annual report of the State Traffic
Commission on the websites of the General Assembly and the Secretary of State
pursuant to R.I. Gen. Laws §§
31-13-1(c) and 42-20-8.2.
5. The State Traffic Engineer shall give
written notice of all meetings and file a copy of all meeting minutes pursuant
to R.I. Gen. Laws §
42-46-1 et seq.
