A. All cycles shall be equipped with front and rear fenders at least twelve inches (12") in length. Every front and rear fender shall be of a construction and type so as to render protection to the operator or passenger of the cycle and other persons using the highways against flying objects thrown about by the cycle wheels.

B. No cycle(s) shall pass inspection if:

1. The fender is missing;

2. The fender is not securely attached;

3. The fender is too small to afford proper protection against flying objects; or

4. The fender interferes with steering of cycle.
