A. Authority
1. This Part is promulgated pursuant to R.I.
Gen Laws Chapters 31-2, 31-10, 31-20, 31-22, 31-23, and 31-30.
2. These regulations shall apply to all motor
vehicles owned by any person or by the State or a City or Town and used for the
transportation of children to or from school and/or used in transporting
children for compensation and to the operation of such vehicles. For purposes
of these regulations, all such vehicles shall be classified as School Buses,
but taxicabs and vehicles owned by the Rhode Island Public Transit Authority
are specifically exempt from the application of these rules and
regulations.
B. Purpose
1. The purpose of these regulations is to
prescribe conditions under which school buses may be operated in this State, in
order to more fully protect the health, safety and welfare of all school bus
riders.
C. Severability
1. These regulations are hereby declared to
be severable, and if any portion of these rules and regulations shall at any
time be declared to be unenforceable or illegal, no other portion of such rules
shall be affected thereby.
