(a) A licensed racing entity shall provide and maintain in good working order a communication system between the:
(1) Stewards' stand;
(2) racing office;
(3) tote room;
(4) jockeys' room;
(5) paddock;
(6) test barn;
(7) starting gate;
(8) weigh in scale;
(9) video camera locations;
(10) clocker's stand;
(11) racing veterinarian;
(12) track announcer;
(13) location of the ambulances (equine and
human); and
(14) other locations
and persons designated by the Commission.
(b) A licensed racing entity shall provide and maintain a public address system capable of clearly transmitting announcements to the patrons and to the stable area.
