(a) The Commission shall designate a duly licensed veterinarian at each association track who shall be known as the Commission veterinarian. His compensation shall be fixed and paid by the Commission.
(b) The Commission veterinarian, unless otherwise directed by the Commission, shall exclusively perform the duties of his office for the Commission and shall not render his professional services to any horsemen on the grounds of the association to which he is assigned during the course of the meeting except in cases of emergency and only as long as the emergency exists. The Commission veterinarian shall:
(1) Examine such horses as the presiding
judge may request him to examine and report the findings of such examination to
the presiding judge.
(2) Re-examine
and approve for release from the steward's list all horses that have been
placed thereon for being lame, sick or injured, before they may be declared in
to race again.
(3) Observe the
training and warming up of the horses stabled at a licensed race meeting and
examine any horse which shall appear ill or infirm, and report thereon to the
presiding judge.
(4) Observe the
horses in the paddock and while warming up for the racing program and
investigate into and examine such horses as appear to him, or are reported to
him, to be ill or infirm. He shall report his findings to the presiding
judge.
(5) Supervise the taking of
blood, urine, or such other samples from the horses as may be directed by the
Commission or the presiding judge and be responsible for the proper storing and
delivery thereof to the laboratory designated by the Commission and the
maintenance of required reports.
