Chapter 717 - STANDARDS FOR DRUG AND ALCOHOL RECOVERY HOUSE LICENSURE
Section 717.17 - Personnel management

(a) The licensee shall develop and implement written personnel policies and procedures in compliance with State and Federal employment laws, including:
(1) The Pennsylvania Human Relations Act
(43
P.S. §§ 951-963).
(2) Title VII of the Civil Rights Act of
1964, (Pub.L. No. 88-352).
(3)
Title I of the Americans with Disabilities Act of 1990, (Pub.L. No.
101-336).
(4) The Age Discrimination in Employment Act
of 1967, (29 U.S.C.A.
§§
621-634).
(b) The written policies and procedures must include all of the following:
(1) Use of
volunteers.
(2) Rules of
conduct.
(3) Supervision of
staff.
(4) Orientation of new
employees.
(5) Prohibition on
providing or using alcohol or illicit drugs on the premises of the drug and
alcohol recovery house, including consequences for a violation of the
policy.
(6) Relapse of recovering
staff and volunteers, including consequences for a violation of the
policy.
(7) Completion of a
Pennsylvania State Police criminal history record check for the house manager,
all staff and volunteers before engaging in work at the drug and alcohol
recovery house.
(c) The licensee shall maintain a personnel record for the house manager and each staff person and volunteer, which must include all of the following:
(1) Application or resume.
(2) A Pennsylvania State Police criminal
history record check.
(3)
Disciplinary actions.
(4) A written
job description for each drug and alcohol recovery house position.
(5) Documentation of training.
