(1) The ERRC shall designate at least five but not more that fifteen RSIA's by June 28, 2014.
(2) RSIA's are approved after a public review process. The ERRC will designate an area as an RSIA only after consideration of whether the area:
(a) Is
planned and zoned for industrial use;
(b) Contains vacant sites, including
brownfields, that are suitable for the location of new industrial uses or
expansion of existing industrial uses and that can collectively provide
significant additional employment in the region;
(c) Has site characteristics that give the
area significant competitive advantages that are difficult or impossible to
replicate in the region;
(d) Has
superior access to transportation; and
(e) Is located in proximity to major labor
markets.
