Division 51 - STANDARDS FOR APPROVAL OF EDUCATION PROGRAMS PREPARING NURSES FOR ADVANCED PRACTICE

(1) Initial full program approval must be for a period of three years with subsequent approvals aligning with the frequency of national program accrediting surveys. Continued approval must be based on any accrediting body reports and site survey visits by Board staff. At the discretion of the Board, the site survey may be adjusted to coincide with program national accrediting survey.

(2) If, in the opinion of the Board, the established standards for a new or existing program are not being met, notice must be made to the program specifying deficiencies and the time frame within which correction must occur.

(3) At the discretion of the Board, the Board may perform an interim site survey to address a specific issue or multiple issues reported to the Board by the program or by complaint. Reasonable notification of site survey must be provided to the program.

(4) The program must cause a report to be submitted to the Board representative for approval at least six months prior to any of the following program changes:

(a) Major curriculum change:
(A) Deletion, addition, and merging of APRN education tracks.

(B) Revision of the length of the program.

(C) Revision of the objectives of the program.

(D) Any revision of the curriculum of a program that affects the ability of the program to comply with the requirements of the curriculum as established in OAR 851-051-0020.

(E) A revision of the type or amount of clinical experience approved for the program such as replacing more than 20% of direct patient care hours with simulation.

(b) A change in the order in which courses must be taken is not considered a major curriculum change.

(5) The program must notify the Board representative in writing within 30 days of development of the following circumstances:

(a) Change in the nurse administrator of the program. Must be accompanied by a request for approval of interim or replacement Nurse Administrator as established in OAR 851-051-0020,

(b) Plans to move the entire program to a new location or establish a satellite campus within the current service area, including:
(A) Address of the new location;

(B) Rationale for moving the nursing program or establishing a satellite campus;

(C) Anticipated date of completed move or establishment of satellite campus; and,

(D) Anticipated impact on students and faculty.

(c) Major changes in availability of adequate clinical sites for the program that results in reduction in student enrollment or faculty positions;

(d) Change in accreditation status of the nursing program or the accrediting body; and,

(e) Major reductions in the financial support for the program; and

(f) Request for exemption to faculty qualifications.
