The purpose of OAR chapter 813, division 53 of the administrative rules is to implement the Elderly Rental Assistance Program (ERA). Funding for ERA is created within the State Treasury, separate and distinct from General Fund, through ORS 458.377, and is administered through ORS 458.375. Oregon Housing and Community Services (OHCS) is designated as the state agency responsible for administering state and federal antipoverty programs in Oregon. The purpose of ERA, which is one such program, is to fund local homeless programs that assist very-low-income elderly households, who are homeless or unstably housed, to attain housing stability.
