Section 735-018-0115 - Renewal of Vehicle Registration at Department of Environmental Quality (DEQ)

(1) Except as provided in section (3) of this rule, a person or organization required to obtain a DEQ Certificate of Compliance under ORS 803.465 and is making no changes, including address changes, to the vehicle registration may renew the vehicle's registration at DEQ by means of an electronic transaction if the person or organization meets all other registration requirements by:

(a) Presenting the Vehicle Registration Renewal reminder to DEQ;

(b) Submitting the fee for renewal of the vehicle registration under ORS 803.455 using a method prescribed by DEQ;

(c) Obtaining a DEQ Certificate of Compliance; and

(d) Certifying to the statements in section (2) of this rule by providing a unique identifier established by the DMV.

(2) By providing a unique identifier in lieu of a handwritten signature, the applicant is certifying all of the following statements are true:

(a) The motor vehicle is currently covered by the insurance policy and policy number provided to DEQ and electronically transferred to DMV.

(b) The applicant's home is in Oregon or the applicant is otherwise eligible or required to register the vehicle under ORS 803.200 and 803.360.

(c) If the vehicle is a tow/recovery, farm, manufactured structure toter or charitable/nonprofit vehicle, the vehicle continues to qualify for special registration and the use continues to conform to law as previously certified.

(d) The vehicle is not subject to weight-mile tax.

(e) If the applicant is a company required by federal law to participate in a drug and alcohol testing program, the company has an in-house program that meets federal requirements, or is a member of a consortium that provides testing that meets federal requirements, or is exempt from the requirement by federal law.

(f) If the vehicle to be registered is a commercial vehicle, the applicant is knowledgeable of the applicable federal motor carrier safety regulations and hazardous materials regulations and comparable state regulations.

(g) The information provided to DEQ is true and correct to the best of the applicant's knowledge and the applicant understands it is a crime under ORS 803.375 to knowingly make any false statement on an application for vehicle registration.

(3) A person may not renew the person's vehicle registration at DEQ if the person is requesting that DMV notify the Director of Veterans' Affairs of the person's name and address.

(4) DEQ will validate the registration card attached to the vehicle registration renewal when the applicant meets all registration requirements. The validated registration card becomes the vehicle's valid registration card and must be retained in the vehicle as required by ORS 803.505.
