The purpose of OAR Chapter 419 Division 300 is to ensure that Referral Agents who refer children to "programs" are registered with the Oregon Department of Human Services. This rule applies to both children that are residents of Oregon being referred to a "program" out of the State of Oregon or children from other states that are being referred to a "program" in the State of Oregon.
