Section 166-010-0016 - Archives Division Fees

(1) Legislative records:

(a) The Oregon State Archives collects, preserves, and provides access to the following records created by the Oregon Legislative Assembly:
(A) Committee minutes/audio log records and exhibits (including regular, special and interim sessions);

(B) Committee audio recordings;

(C) Floor audio logs;

(D) Floor audio recordings;

(E) Original bill files;

(F) Signed and enrolled bills;

(G) Emergency Board minutes and audio logs.

(b) The following fees are collected for services provided relating to legislative records listed in subsection (a) above:
(A) Duplication of legislative records:
(i) Duplication performed by Archives staff is $5.00 per record and includes a photocopy or digital scan of the first page. Each page duplicated beyond the first page is an additional $0.75 charge.

(ii) Copies made by the customer on premises using State Archives' equipment are $0.25 per page.

(iii) This subsection applies only to requests for photocopies or digital scans of legislative records. The fee for duplication of legislative records that are sound recordings is set forth in subsection (1)(b)(B) below.

(B) Sound recording duplication:
(i) Audio cassette tapes copied to digital format - $7.00 per cassette tape.

(ii) Reel-to-reel tapes copied to digital format - $17.00 per side of reel-to reel-tape.

(iii) Sawyer ROLS dictation tapes - $7.00 per tape plus $40.00 per hour fee to monitor the digitization of the tape, charged in 15-minute increments, with no time limit.

(C) Legislative bill tracings researched and compiled by Archives staff: $40.00 per hour, charged in 15-minute increments. Legislative bill tracings show the committees a bill passed through; the dates and the page numbers in the minutes that the bill was discussed; either a listing or a summary of the exhibits submitted in the committees during discussion of the bill; and a listing of the audio tapes, which constitute a verbatim record of discussion.

(2) The following fees are collected for services relating to any record in the State Archives' holdings:

(a) High-resolution digital images of Historical Trademarks, oversized maps or photographs - $20.00 per image.

(b) Reproduction of archival materials by outside vendor - Vendor and travel costs, when applicable, plus $10.00 handling fee.

(c) Certification - $5.00 per certification per record in addition to any per record charges outlined above.

(d) Copies of archival records made by the customer on premises using State Archives' equipment are $0.25 per page.

(3) The Secretary of State shall not refund fees paid in excess of the amount legally due the Division or to which the Division has no legal interest if the amount is $10.00 or less, unless a refund is requested in writing by the person who made the payment or the person's legal representative. The written request must be received by the Division within three years after the date the payment was made to the Division.

(4) Fulfillment of customer request(s) by Archives staff is dependent upon availability and capacity of staff. In-person research by customers is available by appointment.
