In order to be approved, the course must satisfy all criteria
described in this rule and meet current requirements as defined by OAR
161-020-0110 and 161-020-0120.
(1)
Asynchronous courses offered on-line via the internet must be pre-approved by
an ADMAE. A copy of the ADMAE's approval must be included with each course
application. In addition:
(a) Qualifying
education courses must be pre-approved by the Appraiser Qualifications Board
(AQB), with the exception of courses offered by an accredited college or
university. A copy of the AQB course approval must be included with each course
application.
(b) Except in the case
of an AQB-approved course on Valuation Bias and Fair Housing Laws and
Regulations, the course length of a qualifying education course must be
equivalent to a minimum of 15 classroom hours. The course length of a
continuing education course must be equivalent to a minimum of 2 classroom
hours.
(c) For qualifying education
courses, the individual must successfully pass a written final examination that
is administered: at the course location; at an off-site location by an
individual or entity approved by the course provider; by remote proctoring by
an individual or entity approved by the course provider; or by biometric
proctoring.
(d) Real estate
appraisal-related field trips may be acceptable for credit toward the
continuing education requirements. However, transit time to or from the field
trip may not be included when awarding credit unless instruction occurs during
said transit time.
(2)
Asynchronous education courses offered via CD:
(a) Except in the case of an AQB-approved
course on Valuation Bias and Fair Housing Laws and Regulations, the course
length must be equivalent to a minimum of 15 classroom hours for qualifying
education. The course length of a continuing education course must be
equivalent to a minimum of 2 classroom hours.
(b) For qualifying education courses, the
individual must successfully pass a final examination that is administered: at
the course location; at an off-site location by an individual or entity
approved by the course provider; by remote proctoring by an individual or
entity approved by the course provider; or by biometric proctoring.
(3) Correspondence courses:
(a) The course is presented by an accredited
college or university which also offers correspondence programs in other
disciplines;
(b) For qualifying
education courses, a final examination that is administered: at the course
location; at an offsite location by an individual or entity approved by the
course provider; by remote proctoring by an individual or entity approved by
the course provider; or by biometric proctoring; and
(c) Except in the case of an AQB-approved
course on Valuation Bias and Fair Housing Laws and Regulations, the course
length must be equivalent to a minimum of 15 classroom hours for qualifying
education. The course length of a continuing education course must be
equivalent to a minimum of 2 classroom hours.
(4) Video and remote TV educational offerings
are acceptable to meet the education classroom hour requirements provided each
offering is approved by the Administrator and meets the following conditions:
(a) The offering is presented by an
accredited college or university which offers similar programs in other
disciplines. Except in the case of an AQB-approved course on Valuation Bias and
Fair Housing Laws and Regulations, the course length must be equivalent to a
minimum of 15 classroom hours for qualifying education. The course length of a
continuing education course must be equivalent to a minimum of 2 classroom
hours.
(b) For qualifying education
courses, a written final examination that is administered: at the course
location; at an offsite location by an individual or entity approved by the
course provider; by remote proctoring by an individual or entity approved by
the course provider; or by biometric proctoring. An examination is not
necessary for continuing education credit.
(5) A qualifying education course or
continuing education course approved by the ACLB prior to January 1, 2022 for
presentation in a classroom setting may be offered by the approved Course Owner
or approved Course Provider synchronously if all of the following requirements
are met:
(a) The course length and content,
course description, summary outline, learning objectives, instructional
materials, and exam requirements, if any, as approved by the ACLB for the
course are not changed;
(b) The
instructor verifies photo identification of the students; and
(c) The instructor maintains an attendance
roster, which includes verifying 100% course attendance by taking attendance at
various established times during the course.
