These rules set out guidelines for the operation of the Address Confidentiality Program (ACP) set forth in ORS 192.820 through 192.868. This includes the designation of Application Assistants; the application process to participate in the ACP; the certification of a program participant; ongoing participation and termination of participation in the ACP; the responsibility of public agencies to use the substitute address provided by the ACP; conditions under which a participant's actual address may be disclosed or participation in the ACP may be verified; service of process on a participant; and other aspects of program operation.
