(a) The Oklahoma Wildlife Conservation Commission shall annually authorize the Director of the Department of Wildlife Conservation to issue up to five (5) special permits for sale by auction. Permits will be issued individually or in any combination of elk, white-tailed deer, mule deer, American pronghorn, wild turkey, or other species as authorized by the Commission and may be used on specified private lands, wildlife management areas, or other public property by agreement with the management agency for that property. Season length for the permit shall be established by the Commission.

(b) The Commission has the following options to conduct the auction

(1) The Oklahoma Department of Wildlife Conservation may be authorized to conduct the auction.

(2) A separate wildlife conservation organization may be authorized to conduct the auction.

(3) The Oklahoma Department of Wildlife Conservation may be authorized to solicit bids from individuals or corporations to auction the permits, in addition to requests for proposals from wildlife conservation organizations.
