(a) Service. Notices to each party shall be served in one of the following manners:
(1) personally, by a person
appointed by the Commission for such purpose, or
(2) by certified mail, return receipt
requested, to the party's address as stated to the Commission, or in case a
party is represented by an attorney, to the party's attorney at the address
provided to the Commission by said attorney.
(b) Completion. Service of the notice shall be complete upon personal service or upon the receipt of the card showing receipt of certified mail by the addressee, as the case may be.
