(a) EFS are services to families provided by the Division of Children and Family Services or the Office of Juvenile Affairs in which immediate action is necessary to avoid placement of a child in out-of-home care or to assist in reuniting a child with his or her family when in an out-of-home placement. These services are allowed under prior law in Section 404(a)(2) of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 ( Public Law 104-193).
