(a) An employee shall be entitled to take leave with pay for not to exceed three (3) days a year to attend meetings of job-related professional organizations of which that employee is a member upon receiving permission from the appointing authority. The denial by an appointing authority ... [of] organizational leave shall be in writing and state the reasons for denying said leave [74:840-2.25(A)].

(b) The leave authorized by this section shall not be used for lobbying activities which include the lobbying of legislative or executive branch elected officials within state-owned or leased buildings [74:840-2.25(B)].
