Orders of suspension shall be mailed at least thirty (30) days before the effective date of said order except when Service Oklahoma has reason to believe the person to be a hazard to himself or public safety. In such cases, the effective date may be a lesser period of time. A person affected by an order of suspension shall have the right to appear at an administrative hearing before the effective date of the order in accordance with the instructions contained in said order.
