Section 150:80-5-6 - Funds distribution

(a) Program funds will be disbursed in accordance with the Weatherization Assistance Program State Plan. Funds distribution formula shall be in accordance with federal and state requirements. Contractors will be awarded funds on the basis of (1) population below the poverty line (2) population of elderly below the poverty line (3) substandard housing, and (4) square miles of service area.

(b) The State Plan will identify specific funding categories according to federal program requirements and state discretionary authority.

(c) The Department will establish awards based on an annual allocation of funds received from DOE. The maximum grant amount will be stated in the State Plan.

(d) The Department reserves the right within its discretionary authority to adjust funding levels to contractors based on changes, additions, or modifications to funds allocation by the DOE.

(e) The Department occasionally receives Petroleum Violation Escrow (PVE) funds to supplement the Weatherization Assistance Program. These funds are to be treated as federal appropriated dollars unless otherwise stated in the State Plan or stated in a supplemental announcement to contractors.

(f) The purpose of this program is to provide technical assistance and financial assistance to Community Action Agencies to provide a variety of services to increase the energy efficiency of dwellings owned or occupied by low-income persons that reduce their total energy costs and improves health and safety conditions. Each contractor is to have an approved management plan on file with the Department. The management plan is to indicate services and activities the contractor will provide to eligible participants.
