National standards for development of the Weatherization Assistance Program for Low-Income Persons are hereby incorporated by reference into these rules. These standards are described in Energy Conservation In Existing Buildings Act of 1976, as amended, 42 U.S.C. Sections 6861 et seq. and 42 U.S.C. Sections 7101 et seq.
