(a) This program is authorized under Energy Conservation in Existing Buildings Act, 42 U.S.C. Sections 6861 et seq., and 42 U.S.C. Sections 7101 et seq., and 10 C.F.R., Part 440.
(b) The legal authority to implement this program is vested in the Oklahoma Department of Commerce pursuant to 74 O.S. Sections 5003.6, 5017, 5017.1 and 5032.
