Chapter 40 - Multipurpose Senior Centers Grant Program
Section 150:40-1-2 - Definitions
The following words or terms, when used in this Chapter, shall have the following meaning, unless the context clearly indicates otherwise:
"Conversion" means a change in the use of a building to a multipurpose senior center.
"Eligible applicants" means units of general local government and private nonprofit organizations serving senior citizens.
"Leveraged funds" means funds contributed to the project for the express purpose of implementing the proposed activities. The source of funds may be cash value or other valuable consideration such as land, building or volunteer time.
"Major rehabilitation" means rehabilitation that involves costs in excess of seventy-five percent of the value of the building before rehabilitation.
"Multipurpose senior centers" means a community or neighborhood facility for the organization and provision of a broad spectrum of services including health, social, nutritional group activities for senior citizens.
"Operation" means maintenance, administration, rent, security, fuels, insurance, utilities and furnishings.
"Public nonprofit organization" means any organization that is legally incorporated in the state as a nonprofit organization, which has a stated purpose of serving senior citizens and which has an advisory board. A majority of the membership of such advisory board must be senior citizens.
"Rehabilitation" means labor, materials, tools and other costs of improving buildings including repair directed toward an accumulation of deferred maintenance, replacement of principle fixtures and components of existing buildings, installation of security devices, and improvement through alterations or incidental additions to, or enhancements of existing buildings. Also includes structural changes necessary to make a structure accessible to persons with physical handicaps.
"Senior citizen" means a person over sixty years of age.
"Unit of general local government" means any Oklahoma incorporated town or city or county.
"Value of the building" means the monetary value assigned to a building by an independent real estate appraiser or otherwise reasonably established by the state.
