Section 150:25-3-2 - Selection process

(a) Proposals accepted for consideration shall be reviewed by a panel of peer reviewers. Recommendation for approval by the peer reviewers is required before the Department of Commerce may contract with any organization.

(b) Peer reviewers shall be selected by the Director of the Department. The Director shall select three (3) individuals to act as peer reviewers.

(c) Individuals selected as peer reviewers shall possess the following qualifications:

(1) A minimum of three (3) years experience in the evaluation of business or job creation programs; and

(2) Demonstrated commitment to minority business development concerns; and

(3) Affiliation with a public or private institution that has responsibility for economic development; and

(4) A degree from an institution of higher learning.

(d) Peer reviewers shall make recommendations on each proposal based on factors which may include:

(1) Financial feasibility;

(2) Management expertise;

(3) Ability to leverage other resources;

(4) Innovative nature of proposal;

(5) Probability of success;

(6) Marketing capability; and

(7) Public benefit.
