(a) The Oklahoma Department of Commerce may contract with organizations, which support minority businesses, in order to further the purposes of the Minority Business Development Fund program. Such organizations shall be either non-profit organizations or non-profit organizations operating in conjunction with for-profit organizations.

(b) Financial assistance through funding contracts will be made available to such organizations through a request for proposal (RFP) process.

(c) Requests for proposal shall be distributed at such times as determined by the Department. Such RFPs shall include an information and instruction packet and a sample contract. Specific funding terms will be defined for each proposal.

(d) Notification of availability of funds, solicitations of proposals and deadlines for the receipt of proposals shall be through publication in the Oklahoma Register.
