(a) The purpose of the Minority Business Development Fund is to create and enhance jobs for minorities, to develop and expand minority-owned businesses, and to promote an environment that encourages utilization of existing resources, development of new resources and foster a cooperative state-wide effort to achieve these goals.
(b) The Oklahoma Department of Commerce shall administer the Minority Business Development Fund which is established pursuant to Sections 28 and 29 of Chapter 266, O.S.L., 1990.
(c) The rules shall be known as the Minority Business Development Fund Rules and may be cited as 150:25-1-1 et seq.
