Section 150:15-1-1 - Purpose

(a) The intent of the Small Cities Community Development Block Grant Program is to provide financial assistance to eligible units of general local government (except entitlement governments as defined by 42 U.S.C., 5301 et seq. as amended and Indian Tribes) in order to develop viable urban communities by providing decent housing and a suitable living environment and by expanding economic opportunities, principally for persons of low and moderate income.

(b) Limited discretionary authority is vested in the State by the program through the annual development of a State Plan or Final Statement for the utilization and allocation of federal funds appropriated by Congress to the U. S. Department of Housing and Urban Development (hereinafter HUD) for pass-through to the designated state agency, the Oklahoma Department of Commerce.
