Once the letters of endorsement are received, a recertification shall be issued by the Department of Commerce.

(2) For those certified industrial parks where there is a change from the original application made to the Department of Commerce, a representative of the Department of Commerce will make an on-site examination of the certified industrial park, and if the on-site examination is satisfactory, a letter of endorsement is required from each of the two sponsoring organizations that sponsored the original application.
