Show cause hearings shall be conducted by a hearing examiner who shall have the authority to administer oaths and affirmations, examine witnesses, rule upon motions and the admissibility of evidence. The hearing examiner shall have the authority to continue or recess any hearing, to control the record and to issue final orders. The hearing examiner must be a licensed attorney at law.
