Executive Order 2023-26

I, J. Kevin Stitt, Governor of the State of Oklahoma, hereby direct the appropriate steps be taken to fly all American and Oklahoma flags on State property at half-staff from 8:00 a.m. to 5:00 p.m. on Wednesday, October 4, 2023, to honor the life and service of Captain John Randolph, who died on September 26, 2023, while serving in the line of duty for the Ringling Police Department. John's exemplary service to the Ringling Police Department and our state will not be forgotten.

The state of Oklahoma recognizes not only our law enforcement officers, but the families of those who continue to protect and serve our communities and the sacrifices they make daily. The dedicated men and women who work as law enforcement officers face extraordinary peril while protecting our citizenry and I ask you to join me in prayer for their ongoing safety.

This executive order shall be forwarded to the Division of Capital Assets Management, who shall cause the provisions of this order to be implemented by all appropriate agencies of state government.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the Great Seal of the State of Oklahoma to be affixed at Oklahoma City, Oklahoma, on this 4 th day of October, 2023.
