EXECUTIVE ORDER 2023-11

Throughout the COVID-19 pandemic, federal grants and other non-recurring money funded several new positions within state government. While the new positions were necessary during the pandemic, many of those positions were designed to be temporary. I have deep respect for the great people serving our state in various capacities, but I take seriously my commitment to reduce the size of government, streamline processes, and return to taxpayers their hard-earned money that isn't necessary for government to function as designed. To that end, I am acting to evaluate the necessity of executive branch positions created since March 1, 2020.

Therefore, I, J. Kevin Stitt, Governor of the State of Oklahoma, pursuant to the power and authority vested in me by Sections 1 and 2 of Article VI of the Oklahoma Constitution, and to the fullest extent permitted under Oklahoma law, hereby order as follows:

1. No later than June 30, 2023, all state agency heads shall provide to the Secretary of Operations and Government Efficiency a list of positions created since March 2020. The list should include the job title, the job description, the method of funding (e.g. , federal grants or grants otherwise), whether the position was a refill of an existing position or a new position, and a detailed description of ongoing need, if any, associated with each position created since March 1, 2020. Where a position has been funded by a grant, the list should identify the source of funds that will be utilized to fund any such position, if not terminated at the conclusion of grant funding.

2. For all positions funded in whole or in part by a grant of any kind, the agency head shall provide to the Secretary of Operations and Government Efficiency the date on which the grant funding is scheduled to terminate. If a grant associated with any such position has already terminated, the date on which the grant terminated should also be provided. Regardless of whether grant funding has already terminated, the agency head shall also provide the source of funds that was being utilized and/or will be utilized to fund any such position created since March 1, 2020.

3. Until ordered otherwise, and within thirty (30) days of the termination of a grant funding an executive branch position, the state agency head to whom the position reports, directly or indirectly, shall provide to the Secretary of Operations and Government Efficiency the job title(s) associated with the grant(s), the job description(s), method(s) of funding, the date on which the grant funding terminated, a detailed description of ongoing need, if any, associated with any such position, and the source of funds that will be utilized to fund any such position, if not terminated at the conclusion of grant funding.

This Executive Order shall be distributed to all members of the Governor's Executive Cabinet and the administrative heads and chief executives of all state agencies, who shall cause the provisions of this Order to be implemented forthwith.
