74 O.S. §51.1.D provides in part that "The Governor shall designate at which appropriate state agency the Oklahoma Office of Homeland Security shall be located. That agency shall provide housing, administrative staff and other support to the Oklahoma Office of Homeland Security."

After due consideration and consultation with members of the Governor's Cabinet, and employees and administrative officials at the Oklahoma Office of Homeland Security ("OOHS") and the Oklahoma Department of Emergency Management ("OEM"), I have determined that, in order to create operating efficiencies and consolidate common functions to more efficiently use taxpayer dollars, OOHS should be transferred to and be located at OEM effective September 1, 2020.

As a result of such transfer, pursuant to Rules 260:25-15-11 and 260:25-15-12 of the Oklahoma Administrative Code, all accrued annual and sick leave of employees of OOHS shall be transferred to OEM effective September 1, 2020.

Copies of this Executive Order shall be distributed to the Oklahoma Homeland Security Director, the Director of OEM, and the Secretary of Agency Accountability for implementation.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the Great Seal of the State of Oklahoma to be affixed at Oklahoma City, Oklahoma, this 18 th day of August, 2020.
