I, Mary Fallin, Governor of the State of Oklahoma, by the authority vested in me pursuant to Sections 1 and 2 of Article VI of the Oklahoma Constitution hereby establish the Grand River Dam Authority ("GRDA") taskforce. The purpose of the taskforce shall be to undertake a full and thorough study of the Grand River Dam Authority and to recommend potential changes to improve efficiencies of the Grand River Dam Authority.

The GRDA taskforce shall consist of fifteen (15) appointed members who have experience or an interest in energy issues including at least: two members from electric sector including both rural electric cooperative and their related general and transmission organizations, investor owned utilities, municipal power authorities and entities, and independent generation and/or transmission operators; one member connected with Grand Lake; the Director of Tourism or designee; one member with experience in economic development; and two members from my "BOLD IDEAS" taskforce. All members shall be appointed and serve at the pleasure of the Governor. The Governor shall select the chair who shall then select a vice-chair. The Speaker of the House of Representatives and the President Pro Tempore of the Senate are also invited to appoint two legislators each to serve as ex-officio members of the taskforce.

The GRDA taskforce shall conduct a systematic review of the Grand River Dam Authority; said review shall include consideration of the following issues related to the GRDA:

1. Analyze the questions by the Oklahoma City University supplemental report to Auditor Gary Jones' audit including whether:

a. There are retained revenues by GRDA that could be returned to state in lieu of tax payments, and if so, what options are available to transfer these revenues to the state;

b. If there are no retained revenues by GRDA and the value of the subsidy is fully distributed to citizen/taxpayer stakeholders, who gets the subsidy, and would they be adversely impacted by a system that redistributed some or all of the excess revenues back to the state?

c. Is the GRDA a viable target for privatization? If so, what is the true market value of the entity, and are its component part severable?

2. Analyze splitting GRDA functionality into two entities, one for lake operations and one for electric power operations in order to better leverage the board of directors' expertise and time;

3. A review of my "BOLD IDEAS" taskforce recommendations related to "Capital Availability" and "Privatization and Surplus Asset Sales" including whether GRDA should be monetized and whether certain component assets of GRDA, such as its transmission system, might be candidates for privatization or sale to fund such a bold idea;

4. Analyze GRDA's compliance with legislative restrictions;

5. A review of the composition of the board of directors based upon the above recommendations; and

6. Any fiscal impact associated with the above recommendations.

The GRDA taskforce shall prepare a report of its recommendations and any legislative or administrative rule changes necessary to accomplish the recommendations; it shall meet at such times and places as it deems appropriate. Members shall serve without compensation. Administrative support for the taskforce, including personnel necessary to ensure the proper performance of the duties and responsibilities of the taskforce, shall be provided by the Oklahoma Office of Management and Enterprise Services ("OMES").

All departments, officers, agencies and employees of this state shall cooperate with the GRDA taskforce in carrying out its duties and responsibilities, including providing any information, records and reports as may be requested by the Chair of the taskforce.

The taskforce shall report its findings to the Governor, the President Pro Tempore of the Senate, and the Speaker of the House of Representatives no later than March 1, 2014. This report shall include any recommendations approved by a majority of the members. This taskforce shall sunset upon issuance of its final report.

This Executive Order shall be distributed to the Secretary of Finance and Revenue, who shall cause the provisions of this Order to be implemented.
