I, Frank Keating, Governor of the State of Oklahoma, pursuant to the authority vested in me by Sections 1 and 2 of Article VI of the Oklahoma Constitution, hereby recognize the Oklahoma Amateur Sports Commission, Inc., a non-profit corporation, as the entity that will advise me as to the current status of amateur sports in Oklahoma and the steps that need to be taken to promote and market Oklahoma as an attractive place for national amateur events in the future. Amateur sports play an important role in building individual character and confidence, and are a significant economic development tool. All Oklahomans will benefit from a coordinated effort between the state and its citizens in this arena.
The Commission is a non-profit corporation and is made up of citizens from all across Oklahoma. No state funds shall be expended for this effort. The Commission will advise me periodically as it performs the following functions in accordance with its bylaws:
1. Promote and market Oklahoma as an attractive place for national amateur events;
2. Catalogue all Oklahoma sports facilities having a seating capacity of 1,000 or greater;
3. Catalogue the sports programs in each Oklahoma community;
4. Work with communities, Chambers of Commerce, and other civic and private entities in promoting and retaining current amateur events;
5. Catalogue any amateur sports events moved out of state and the reasons why;
6. Assist worthy amateur athletes in the pursuit of their avocation and dreams;
7. Investigate the merits of an annual amateur sports banquet and establishment of a permanent National Amateur Hall of Fame to be housed in Oklahoma.
