WHEREAS, the effective implementation of environmental programs in Oklahoma, pursuant to 27A O.S. Supp. 1993, Section 1-2-101, requires the involvement of non-state agencies; and

WHEREAS, organizations which participate in environmental programs and which have negotiated with the Office of the Secretary of Environment and the federal government for the implementation of specific project activities are deserving of compensation for their work; and

WHEREAS, these organizations are determined to be eligible for receipt of funds received by the Secretary;

NOW THEREFORE, I, DAVID WALTERS, Governor of the State of Oklahoma, under the authority vested in me, do hereby direct and designate the Secretary of the Environment to disburse funds received by that office to regional planning organizations or other appropriate groups for activities related to environmental projects, in accordance with requirements made by the funding source.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the Seal of the State of Oklahoma to be affixed at Oklahoma City, Oklahoma, this 1st day of Sept., 1994.
