Chapter 5122:3-1 - Construction Assistance for Community Mental Health Facilities
Section 5122:3-1-02 - Responsibility of the department

(A) Department priorities
(1) The director, in consultation with the
chief,
is
to determine priorities for community mental health and addiction
services programs and facility requirements for the
succeeding biennium on the basis of program and service needs in the community.
Individual project priorities may be considered by the director.
(2) The department priorities may be reviewed
and evaluated by the director and periodically revised or amended.
(B) Approval and funding authority
(1) The department, by and through the
director, is the final authority, subject to the action of the controlling
board, where applicable, for the approval of applications for and distribution
of state funds for community capital facilities pursuant to Chapter 154. of the
Revised Code and sections
5119.42 to
5119.421 of the Revised Code,
as well
as this chapter. The director is the final authority in determining
program priority, service program and facility design suitability, project
funding availability, and the cost effectiveness requirements of a
project.
(2) The distribution of
federal funds allocated to the state for construction assistance for community
mental health and addiction service facilities
is to be made
by the department in accordance with federal and state requirements. The
department
is responsible for the expenditure of and accounting
for such funds and the preservation of necessary records thereof.
