To be licensed as a chemical dependency
counselor II (LCDC II) the applicant shall:
(A)
Submit a formal
application, including:
(1)
Suitable documentation;
(2)
An application
fee;
(3)
A personal attestation statement agreeing to practice
by the code of ethical standards adopted by the board; and
(4)
A recommendation
and suitable documentation as follows:
(a)
Provided directly
from the applicant's supervisor.
(b)
Provided in a
manner specified by the board.
(B)
After approval of
the application by the board, receive a passing score on the IC&RC (ADC) or
other board approved alcohol and drug counselor examination
(C)
Complete either
paragraph (C)(1) or (C)(2) of this rule:
(1)
Provide official
transcript from an accredited school or university that verifies one of the
following:
(a)
An associates degree in a behavioral science or nursing;
or.
(b)
Any bachelor's degree.
(2)
Continuously held
and actively worked under a valid CDCA certificate that was maintained in good
standing since December 31, 2008 and complete paragraphs (D)(1) and (F)(1) of
this rule.
(D)
Complete the hours in either paragraph (D)(1) or (D)(2)
of this rule of work, which includes a minimum of twenty percent of those hours
in the clinical core functions of substance use disorder treatment
services;
(1)
Complete two thousand hours of work experience or a
combination of work experience plus a supervised internship or supervised
apprenticeship
A minimum of two hundred
and twenty hours of work in the core functions in paragraph (E) of this
rule.
(2)
Complete one thousand hours of work:
(a)
A minimum of two
hundred and twenty hours of work in the core functions in paragraph (E) of this
rule.
(b)
In addition to the hours, complete an internship
(i)
Suitable
documentation, provided in a manner specified by the board, is
provided.
(ii)
Completion at a site that provides experience in
substance use disorder intensive outpatient treatment or higher-level
care,
(iii)
A minimum of two hours per week of clinical
supervision,
(iv)
Completion of two hundred and forty hours within two
semesters, not to exceed three years, and
(v)
Completion while
holding an active CDCA
certificate.
(E)
The core
functions and minimum hours as follows:
(1)
Screening,
assessment, and engagement: Forty hours and twenty-five hours must be in
assessment;
(2)
Treatment planning, collaboration, and referral:
Seventy hours and thirty-five hours must be in Treatment
Planning;
(3)
Counseling: Ninety hours and thirty-five hours must be
of individual and thirty-five hours of group; and
(4)
Professional and
Ethical Responsibilities: Twenty hours.
(F)
Complete the
hours of approved education in paragraph (G) of this rule, as follows:
(1)
In addition to
paragraph (D)(1) of this rule, one hundred eighty hours of education.
(a)
Must be substance
use disorder specific education;
(b)
Fifty per cent of
the total hours shall be completed within five years from the date of
application; and
(c)
Completion may be through:
(i)
Board approved
continuing education units (CEU)
(ii)
Courses
completed from an accredited school or university, or
(iii)
A combination
of paragraphs (F)(1)(c)(i) and (F)(1)(c)(ii) of this
rule.
(2)
In addition to paragraph (D)(2) of this rule, one
hundred eighty hours of education.
(a)
Fifty per cent of the total hours shall be completed
within three years from the date application, and
(b)
From an
accredited school or university that is compliant with division (C)(3) of
4758.42 of the Revised
Code.
(G)
The education content and minimum hours as
follows:
(1)
Substance use disorder and recovery knowledge (twenty-four
hours);
(2)
Counseling procedures and strategies as applied to
those with substance use disorder (thirty hours);
(3)
Group process and
techniques (eighteen hours);
(4)
Assessment and
diagnosis of substance use disorder (twenty-four hours);
(5)
Family dynamics
(twenty-four hours);
(6)
Pharmacology (eighteen hours, with six hours specific
to medication assisted treatment/recovery);
(7)
Relapse and
recovery strategies (six hours);
(8)
Treatment
planning (eighteen hours); and
(9)
Legal and ethical
issues pertaining to substance use disorder professionals (eighteen
hours).
(H)
The board shall have sole discretion to determine if
documentation submitted is suitable.
