(A) Title and term. Ohio lottery commission game rule number eight hundred nineteen, "Million Dollar Multiplier," shall be conducted at such times and for such periods as the commission may determine. For the purpose of this rule, "sales cycle" shall mean any such period, including reprints, beginning on the date when ticket sales are commenced and continuing through the date established by the director as the date on which sales agents are to make their final settlement with respect to tickets allocated to them during the period in game rule number eight hundred nineteen.
(B) General design.
(1)
Game rule number
eight hundred nineteen is a key number match game with a "Bonus" multiplying
feature and is generally known as an "instant lottery."
(2)
Holders of valid
tickets will remove the covering off the entire play area to reveal six
"Winning Numbers," fifteen "Your Numbers," fifteen corresponding prize values
and fifteen "Bonus" numbers. If any one or more of "Your Number(s)" matches one
or more of the "Winning Number(s)," the player wins the corresponding prize
value shown below the matching "Your Number(s)." The player will then scratch
the "Bonus" number play area under which a number will be revealed. The player
will multiply the prize amount under "Your Number" by the "Bonus" number
revealed to determine your winning prize for that matching number. "Bonus"
numbers may include the numbers "1X," "2X," "3X," "4X," "5X," "10X," and "20X."
If the player matches any one of "Your Numbers" to one of the "Winning Numbers"
and the corresponding prize value revealed is a "TPD" symbol, the player wins
five thousand five hundred dollars automatically, and, upon the filing of a
valid claim at an Ohio lottery commission office, shall also automatically be
entered in the Top Prize Drawing ("TPD") for a chance to win an "Annuity Prize
Award" of fifty thousand dollars per year for twenty years before taxes or the
"Elected Cash-Option Prize Award" of approximately five hundred thousand
dollars in lieu of the "Annuity Prize Award." The Top Prize Drawing shall be
conducted in accordance with Ohio lottery rules and procedures established and
approved by the director. There are fifteen chances to win on each ticket, and
a player may win up to fifteen times on one ticket.
(3)
The only "prize
values" which shall appear on a ticket in game rule number eight hundred
nineteen are: five dollars, ten dollars, fifteen dollars, twenty dollars,
twenty-five dollars, thirty dollars, fifty dollars, one hundred dollars, two
hundred dollars, five hundred dollars, one thousand dollars, the "TPD" symbol
corresponding to a prize value of five thousand five hundred dollars, ten
thousand dollars and twenty thousand dollars. Numbers, prize values and play
symbols appearing on any ticket in game rule number eight hundred nineteen
shall be concealed by an opaque covering which may be scratched off by the
holder of the ticket to reveal the underlying numbers, prize values and play
symbols.
(C) Price of tickets. The price of a ticket issued by the commission in game rule number eight hundred nineteen shall be ten dollars.
(D) Structure, nature and value of prize awards.
(1)
There shall be
two types of prizes in game rule number eight hundred nineteen, a "regular
prize award" and a "TPD" prize award.
(2)
As used in this
rule, "prize award" shall mean one of the following monetary figures which is
the total of all winning prize values appearing on the ticket: ten dollars,
fifteen dollars, twenty dollars, twenty-five dollars, thirty dollars, fifty
dollars, one hundred dollars, two hundred dollars, five hundred dollars, one
thousand dollars, five thousand five hundred dollars, ten thousand dollars,
twenty thousand dollars and one million dollars. Each ticket in game rule
number eight hundred nineteen shall be imprinted in such a way that prize
awards from the set listed above may be won.
(a)
Holder of a
valid winning ticket on which one of the "Winning Numbers" is matched by one of
"Your Numbers" for ten dollars once with a multiplying "Bonus" number of "1X"
shall win a regular prize award of ten dollars;
(b)
Holder of a
valid winning ticket on which one or more of the "Winning Numbers" are matched
by two of "Your Numbers" for five dollars two times with a multiplying "Bonus"
number of "1X" shall win a regular prize award of ten dollars;
(c)
Holder of a
valid winning ticket on which one of the "Winning Numbers" is matched by one of
"Your Numbers" for five dollars once with a multiplying "Bonus" number of "2X"
shall win a regular prize award of ten dollars;
(d)
Holder of a
valid winning ticket on which one of the "Winning Numbers" is matched by one of
"Your Numbers" for fifteen dollars once with a multiplying "Bonus" number of
"1X" shall win a regular prize award of fifteen dollars;
(e)
Holder of a
valid winning ticket on which one or more of the "Winning Numbers" are matched
by two of "Your Numbers" for five dollars once with a multiplying "Bonus"
number of "2X" and five dollars once with a multiplying "Bonus" number of "1X"
shall win a regular prize award of fifteen dollars;
(f)
Holder of a
valid winning ticket on which one or more of the "Winning Numbers" are matched
by three of "Your Numbers" for five dollars three times with a multiplying
"Bonus" number of "1X" shall win a regular prize award of fifteen
dollars;
(g)
Holder of a valid winning ticket on which one of the
"Winning Numbers" is matched by one of "Your Numbers" for five dollars once
with a multiplying "Bonus" number of "3X" shall win a regular prize award of
fifteen dollars;
(h)
Holder of a valid winning ticket on which one of the
"Winning Numbers" is matched by one of "Your Numbers" for twenty dollars once
with a multiplying "Bonus" number of "1X" shall win a regular prize award of
twenty dollars;
(i)
Holder of a valid winning ticket on which one or more
of the "Winning Numbers" are matched by four of "Your Numbers" for five dollars
four times with a multiplying "Bonus" number of "1X" shall win a regular prize
award of twenty dollars;
(j)
Holder of a valid winning ticket on which one of the
"Winning Numbers" is matched by one of "Your Numbers" for five dollars once
with a multiplying "Bonus" number of "4X" shall win a regular prize award of
twenty dollars;
(k)
Holder of a valid winning ticket on which one or more
of the "Winning Numbers" are matched by two of "Your Numbers" for five dollars
two times with a multiplying "Bonus" number of "2X" shall win a regular prize
award of twenty dollars;
(l)
Holder of a valid winning ticket on which one or more
of the "Winning Numbers" are matched by two of "Your Numbers" for ten dollars
two times with a multiplying "Bonus" number of "1X" shall win a regular prize
award of twenty dollars;
(m)
Holder of a valid winning ticket on which one of the
"Winning Numbers" is matched by one of "Your Numbers" for ten dollars once with
a multiplying "Bonus" number of "2X" shall win a regular prize award of twenty
dollars;
(n)
Holder of a valid winning ticket on which one of the
"Winning Numbers" is matched by one of "Your Numbers" for twenty-five dollars
once with a multiplying "Bonus" number of "1X" shall win a regular prize award
of twenty-five dollars;
(o)
Holder of a valid winning ticket on which one or more
of the "Winning Numbers" are matched by five of "Your Numbers" for five dollars
five times with a multiplying "Bonus" number of "1X" shall win a regular prize
award of twenty-five dollars;
(p)
Holder of a
valid winning ticket on which one or more of the "Winning Numbers" are matched
by two of "Your Numbers" for five dollars once with a multiplying "Bonus"
number of "2X" and for five dollars once with a multiplying "Bonus" number of
"3X" shall win a regular prize award of twenty-five dollars;
(q)
Holder of a
valid winning ticket on which one or more of the "Winning Numbers" are matched
by two of "Your Numbers" for five dollars once with a multiplying "Bonus"
number of "4X" and for five dollars once with a multiplying "Bonus" number of
"1X" shall win a regular prize award of twenty-five dollars;
(r)
Holder of a
valid winning ticket on which one or more of the "Winning Numbers" are matched
by two of "Your Numbers" for five dollars once with a multiplying "Bonus"
number of "1X" and ten dollars once with a multiplying "Bonus" number of "2X"
shall win a regular prize award of twenty-five dollars;
(s)
Holder of a
valid winning ticket on which one of the "Winning Numbers" is matched by one of
"Your Numbers" for five dollars once with a multiplying "Bonus" number of "5X"
shall win a regular prize award of twenty-five dollars;
(t)
Holder of a
valid winning ticket on which one or more of the "Winning Numbers" are matched
by two of "Your Numbers" for ten dollars once with a multiplying "Bonus" number
of "1X" and for fifteen dollars once with a multiplying "Bonus" number of "1X"
shall win a regular prize award of twenty-five dollars;
(u)
Holder of a
valid winning ticket on which one of the "Winning Numbers" is matched by one of
"Your Numbers" for thirty dollars once with a multiplying "Bonus" number of
"1X" shall win a regular prize award of thirty dollars;
(v)
Holder of a
valid winning ticket on which one or more of the "Winning Numbers" are matched
by six of "Your Numbers" for five dollars six times with a multiplying "Bonus"
number of "1X" shall win a regular prize award of thirty dollars;
(w)
Holder of a valid winning ticket on which one or more of the "Winning Numbers"
are matched by three of "Your Numbers" for ten dollars three times with a
multiplying "Bonus" number of "1X" shall win a regular prize award of thirty
dollars;
(x)
Holder of a valid winning ticket on which one or more
of the "Winning Numbers" are matched by three of "Your Numbers" for five
dollars three times with a multiplying "Bonus" number of "2X" shall win a
regular prize award of thirty dollars;
(y)
Holder of a
valid winning ticket on which one or more of the "Winning Numbers" are matched
by two of "Your Numbers" for five dollars once with a multiplying "Bonus"
number of "2X" and for ten dollars once with a multiplying "Bonus" number of
"2X" shall win a regular prize award of thirty dollars;
(z)
Holder of a
valid winning ticket on which one of the "Winning Numbers" is matched by one of
"Your Numbers" for ten dollars once with a multiplying "Bonus" number of "3X"
shall win a regular prize award of thirty dollars;
(aa)
Holder of a
valid winning ticket on which one or more of the "Winning Numbers" are matched
by two of "Your Numbers" for five dollars once with a multiplying "Bonus"
number of "1X" and for five dollars once with a multiplying "Bonus" number of
"5X" shall win a regular prize award of thirty dollars;
(bb)
Holder of a
valid winning ticket on which one of the "Winning Numbers" is matched by one of
"Your Numbers" for fifty dollars once with a multiplying "Bonus" number of "1X"
shall win a regular prize award of fifty dollars;
(cc)
Holder of a
valid winning ticket on which one or more of the "Winning Numbers" are matched
by five of "Your Numbers" for ten dollars five times with a multiplying "Bonus"
number of "1X" shall win a regular prize award of fifty dollars;
(dd)
Holder of a valid winning ticket on which one or more of the "Winning Numbers"
are matched by ten of "Your Numbers" for five dollars ten times with a
multiplying "Bonus" number of "1X" shall win a regular prize award of fifty
dollars;
(ee)
Holder of a valid winning ticket on which one or more
of the "Winning Numbers" are matched by five of "Your Numbers" for five dollars
five times with a multiplying "Bonus" number of "2X" shall win a regular prize
award of fifty dollars;
(ff)
Holder of a valid winning ticket on which one of the
"Winning Numbers" is matched by one of "Your Numbers" for ten dollars once with
a multiplying "Bonus" number of "5X" shall win a regular prize award of fifty
dollars;
(gg)
Holder of a valid winning ticket on which one of the
"Winning Numbers" is matched by one of "Your Numbers" for five dollars once
with a multiplying "Bonus" number of "10X" shall win a regular prize award of
fifty dollars;
(hh)
Holder of a valid winning ticket on which one or more
of the "Winning Numbers" are matched by two of "Your Numbers" for five dollars
once with a multiplying "Bonus" number of "2X" and for twenty dollars once with
a multiplying "Bonus" number of "2X" shall win a regular prize award of fifty
dollars;
(ii)
Holder of a valid winning ticket on which one or more
of the "Winning Numbers" are matched by four of "Your Numbers" for ten dollars
three times with a multiplying "Bonus" number of "1X" and for ten dollars once
with a multiplying "Bonus" number of "2X" shall win a regular prize award of
fifty dollars;
(jj)
Holder of a valid winning ticket on which one of the
"Winning Numbers" is matched by one of "Your Numbers" for one hundred dollars
once with a multiplying "Bonus" number of "1X" shall win a regular prize award
of one hundred dollars;
(kk)
Holder of a valid winning ticket on which one or more
of the "Winning Numbers" are matched by all fifteen of "Your Numbers" for five
dollars fourteen times with a multiplying "Bonus" number of "1X" and for thirty
dollars once with a multiplying "Bonus" number of "1X" shall win a regular
prize award of one hundred dollars;
(ll)
Holder of a
valid winning ticket on which one or more of the "Winning Numbers" are matched
by ten of "Your Numbers" for ten dollars ten times with a multiplying "Bonus"
number of "1X" shall win a regular prize award of one hundred dollars;
(mm)
Holder of a valid winning ticket on which one or more of the "Winning Numbers"
are matched by ten of "Your Numbers" for five dollars ten times with a
multiplying "Bonus" number of "2X" shall win a regular prize award of one
hundred dollars;
(nn)
Holder of a valid winning ticket on which one of the
"Winning Numbers" is matched by one of "Your Numbers" for five dollars once
with a multiplying "Bonus" number of "20X" shall win a regular prize award of
one hundred dollars;
(oo)
Holder of a valid winning ticket on which one of the
"Winning Numbers" is matched by one of "Your Numbers" for twenty-five dollars
once with a multiplying "Bonus" number of "4X" shall win a regular prize award
of one hundred dollars;

of the "Winning Numbers" are matched by two of "Your Numbers" for one hundred
dollars two times with a multiplying "Bonus" number of "1X" shall win a regular
prize award of two hundred dollars;

Holder of a
valid winning ticket on which one or more of the "Winning Numbers" are matched
by all fifteen of "Your Numbers" for twenty dollars five times with a
multiplying "Bonus" number of "1X" and for ten dollars ten times with a
multiplying "Bonus" number of "1X" shall win a regular prize award of two
hundred dollars;

valid winning ticket on which one or more of the "Winning Numbers" are matched
by two of "Your Numbers" for five hundred dollars once with a multiplying
"Bonus" number of "10X" and for one thousand dollars once with a multiplying
"Bonus" number of "5X" shall win a regular prize award of ten thousand
dollars;

Holder of a valid winning ticket on which one of the
"Winning Numbers" is matched by one of "Your Numbers" for five hundred dollars
once with a multiplying "Bonus" number of "20X" shall win a regular prize award
of ten thousand dollars;

valid winning ticket on which one of the "Winning Numbers" is matched by one of
"Your Numbers" for twenty thousand dollars once with a multiplying "Bonus"
number of "1X" shall win a regular prize award of twenty thousand
dollars;

"Winning Numbers" is matched by one of "Your Numbers" for ten thousand dollars
once with a multiplying "Bonus" number of "2X" shall win a regular prize award
of twenty thousand dollars;

valid winning ticket on which one of the "Winning Numbers" is matched by one of
"Your Numbers" for one thousand dollars once with a multiplying "Bonus" number
of "20X" shall win a regular prize award of twenty thousand dollars; and

Holder of a valid winning ticket on which one of the "Winning Numbers" is
matched by one of "Your Numbers" with a multiplying "Bonus" number of "1X" to
win the Annuity Prize Award of fifty thousand dollars per year for twenty years
before taxes or the Elected Cash-Option Prize Award of approximately five
hundred thousand dollars before taxes in lieu of the Annuity Prize Award.
(E) Number of prize awards. The number of prize awards in any sales cycle of game rule number eight hundred nineteen will depend upon the number of tickets sold during that cycle. However, distribution and availability for public purchase may be affected by, but not limited to, circumstances such as stolen, defective, missing, damaged, promotional, returned or reordered tickets. Tickets shall be printed in accordance with this rule using random techniques in order that the following occur:
(1)
Combinations
winning each prize award are randomly distributed throughout all tickets
printed in any given ticket issuance; and
(2)
Mathematical
reasoning indicates that the number of winning tickets per seven million
tickets sold in the following prize categories should be as follows:
(a)
Five tickets
matching numbers to win an Annuity Prize Award of fifty thousand dollars per
year for twenty years before taxes or the Elected Cash-Option Prize Award of
approximately five hundred thousand dollars before taxes in lieu of the Annuity
Prize Award;
(b)
Ten tickets matching numbers for one thousand dollars
once with a multiplying "Bonus" number of "20X" to win twenty thousand
dollars;
(c)
Ten tickets matching numbers for ten thousand dollars
once with a multiplying "Bonus" number of "2X" to win twenty thousand
dollars;
(d)
Ten tickets matching numbers for twenty thousand
dollars once with a multiplying "Bonus" number of "1X" to win twenty thousand
dollars;
(e)
Twenty tickets matching numbers for five hundred
dollars once with a multiplying "Bonus" number of "20X" to win ten thousand
dollars;
(f)
Twenty tickets matching numbers for five hundred
dollars once with a multiplying "Bonus" number of "10X" and for one thousand
dollars once with a multiplying "Bonus" number of "5X" to win ten thousand
dollars;
(g)
Ten tickets matching numbers for one thousand dollars
ten times with a multiplying "Bonus" number of "1X" to win ten thousand
dollars;
(h)
Ten tickets matching numbers for ten thousand dollars
once with a multiplying "Bonus" number of "1X" to win ten thousand dollars;
and
(i)
Thirty-five tickets matching numbers for five thousand
five hundred dollars, and, upon the filing of a valid claim at an Ohio lottery
commission office, automatic entry into the Top Prize Drawing for a chance to

(G) Frequency of prize drawings.
(1)
Random imprinting of prize awards on all tickets
issued in game rule number eight hundred nineteen shall be accomplished in a
manner, which complies with the commission's rules and procedures.
(2)
When
a ticket issued in game rule number eight hundred nineteen is sold or deemed
sold in accordance with this rule and the covering material over any of the
numbers, prize values and play symbols has been removed, the holder shall be
deemed to have drawn the numbers, prize values and play symbols on that ticket
which determine whether the holder is entitled to a regular prize award. All
regular prize awards shall be deemed announced no later than the last day of
the sales cycle of game rule number eight hundred nineteen in which the ticket
was sold.
(3)
The Top Prize Drawing to award one grand prize of one
million dollars shall take place in accordance with rules and procedures
established and approved by the director, and specifically, rule
3770:1-6-05 of the
Administrative Code governing"Prize drawings" and rule
3770:1-6-06
of the Administrative Code governing"Special lottery drawings." Such drawings
shall be held on dates determined and announced by the director, however, the
earliest Top Prize Drawing date shall be one hundred eighty days from the game
close date or when all tickets winning a prize value corresponding with a "TPD"
symbol have been claimed, whichever is earlier.
(H) Special claim, entry, receipt and validation procedures. The director shall establish special claim, entry, receipt and validation procedures, including procedures for validation by sales agents of tickets winning prize awards which are to be paid by sales agents in accordance with commission rules, as well as procedures for entry into the Top Prize Drawings described in Section (G)(3) of this Rule. Prize awards shall be claimed within the time limits set forth by commission rules.
(I) Validity of tickets.
(1)
A mechanical
error in printing prize awards, symbols, words or other numbers on a ticket
shall not automatically invalidate that ticket. To the extent feasible, the
director shall establish procedures by which the holder of any ticket on which
information is incorrectly printed due to mechanical malfunction may be advised
of correct information for the ticket. If it is not technically feasible to
recover the information from a mechanically misprinted ticket, the director may
declare the ticket void and the holder shall be entitled to a return of the
ticket price or a replacement ticket of comparable price.
(2)
In addition to,
but not in limitation of, all other power and authority conferred on the
director by the commission's rules, the director may declare a ticket in game
rule number eight hundred nineteen void if it is stolen, unissued, deactivated,
not sold or deemed not sold in accordance with commission rules; if it is
illegible, mutilated, altered, counterfeit, misregistered, reconstituted,
miscut, defective, printed or produced in error or incomplete; or if the ticket
fails any of the validation tests or procedures established by the director.
The commission's liability and responsibility for a ticket declared void, if
any, is limited to refund of the retail sales price of the ticket or issuance
of a replacement ticket of comparable price.
(J) Director's conduct of game rule number eight hundred nineteen.
(1)
The director
shall conduct game rule number eight hundred nineteen and any drawings or
promotions associated therewith in a manner consistent with the Lottery Act and
the rules of the commission including, without limitation, this rule and the
regulations of the director. As deemed necessary or advisable, the director
shall adopt management regulations, orders or directives to implement and
operate this lottery game and any drawings or promotions associated therewith.
The director shall inform the public of the provisions of this rule and the
procedures established pursuant hereto which affect the play of game rule
number eight hundred nineteen. The director reserves the right to declare any
instant game as unavailable for sale at any time to maintain game integrity and
accountability.
(2)
Names and definitions of elements of game rule number
eight hundred nineteen used in this rule are to be considered generic terms
used solely for purposes of this rule. In actual operation, game rule number
eight hundred nineteen and these elements may be given names or titles chosen
by the commission.
