(A) No person or persons shall enter or allow to be entered in a claiming race, a horse against which any lawful claim is held, either by mortgage, bill of sale or lien of any kind, unless before entering the horse, the written consent of the holder of the outstanding claim shall be filed with the racing secretary.

(B) Any person or persons violating this rule may be fined and/or suspended and referred to the commission by the stewards. The commission may rule off or take other action against such person or persons as they deem appropriate.
