It shall be the responsibility of the owner, trainer, or driver to provide every sulky used in a race with unicolored or colorless wheel discs on the inside and outside of the wheel of a type approved by the commission. The drivers may use mud guards at any time. The judges may order the use of mud guards at parimutuel tracks, which shall be provided by the owners, trainers, or drivers.
