(A) The use of hopples from race to race is in the sole discretion of the trainer, and does not precipitate qualifying the horse.

(B) No horse will wear hopples in a race unless it starts in the same in the first heat, and having so started will continue to wear them to the finish of the race.

(C) Any person found guilty of removing, adding, or altering a horse's hopples during a race, or between heat races, may be fined and/or suspended.

(D) No horse will be permitted to wear a head pole protruding beyond its nose.
