(A) Policy statement

In accordance with the federal campus sex crimes prevention act, the university of Toledo will provide a statement directing the campus community where to register to receive notification of registered sex offenders residing near the university.

(B) Purpose of policy

To ensure that members of the campus community have information available concerning the presence of registered sex offenders.

(C) Roles and responsibilities

(1) Any person who is required to register as a sex offender in Ohio must provide notice as required under state law and pursuant to section 2950.02 of the Revised Code, "a person who is found to be a sex offender or a child-victim offender has a reduced expectation of privacy because of the public's interest in public safety and in the effective operation of government."

(2) Under regulations promulgated by the Ohio attorney general, the Lucas county sheriff's office maintains a list of sexual predators and habitual sex offenders registered in Lucas county.

(3) The Lucas county sheriff's department provides registration for automated sexual offender alerts at www.lucascountysheriff.org.

(4) The following individuals and offices charged with the supervision of or responsibility for students and patients shall register for automated sexual offender alerts with the Lucas county sheriff's office: each vice president, the director of human resources, director of the early learning center, director of the Kobacker center, the director of the office of accessibility, the director of the office of residential life, the dean of students, the director of student conduct and community standards, chief executive officer for the university of Toledo medical center, and the director of the counseling center.

(5) Registered sex offenders may be excluded from employment and enrollment opportunities.

(6) All registered sex offenders are required to self report their status to the university campus police upon employment or enrollment. If designated as registered sex offender, after employment or enrollment, the self reporting must occur within one day of the designation. Failure to self-report may result in disciplinary action up to and including termination of employment or expulsion.

If the presence of any registered sexual predator or habitual sex offender is observed on university property, such information should be immediately reported to the university of Toledo police.

(7) Once reported to the university of Toledo police, information regarding the presence of a sex offender shall be communicated to persons listed in paragraph (C)(4) of this policy.
