(A) Policy statement

The university of Toledo ("UT") is committed to following all national collegiate athletic association ("NCAA"), mid-American conference ("MAC"), and institutional guidelines concerning the administration of athletics event complimentary admissions to student-athletes, prospective student-athletes, high school, junior college, and preparatory school coaches, and institutional staff members.

Complimentary admissions shall be verified and administered through a pass list provided to the athletics ticket office prior to competition by the participating sport program.

(B) Purpose of policy

NCAA regulations require member institutions to monitor and oversee the provision of complimentary admissions.

(C) Procedures

(1) Complimentary admissions request lists are completed by studentathletes and/or coaches prior to the athletics event.
(a) For home contests, the lists must be submitted to the athletics ticket office one business day prior to the event.

(b) For away contests, the lists must be submitted one business day prior to departure to the event.

(2) The request lists will be reviewed by the athletics compliance office to ensure that:
(a) Only eligible student-athletes are receiving complimentaryadmissions;

(b) Limitations on the number of complimentary admissions provided to student-athletes and institutional staff members are observed.
(i) Restrictions on the number of complimentary admissions provided to prospective student-athletes, high school, junior college, and preparatory school coaches must also be followed.

(c) Individuals that may potentially compromise the eligibility of student-athletes (e.g., professional sports agents, representatives of athletics interests, professors, tutors) are not being provided complimentary admissions.

(3) An athletics ticket office representative will verify the complimentary admissions provided to individuals by checking identification of guests at the event site.
(a) The recipient of the student-athlete complimentary admission must affirm identification that is verified by the athletic ticket office representative.

(b) In the recruiting process, prospective student-athletes, high school, junior college, and preparatory school coaches must identify themselves to the ticket office representative in order to be provided admission to the event.

(D) Definitions

Student-athlete. An enrolled student-athlete is an individual whose enrollment was solicited by a member of the athletics staff or other representative of athletics interests with a view toward the student's ultimate participation in the intercollegiate athletics program. Any other student becomes a student-athlete only when the student reports for an intercollegiate squad that is under the jurisdiction of the athletics department, as defined by the NCAA.

Prospective student-athlete. A prospective student-athlete is a student who has started classes for the ninth grade. In men's basketball, a prospective studentathlete is a student who has started classes for the seventh grade. Four-year and two-year transfer students are also considered to be prospective student-athletes. In addition, a student who has not started classes for the ninth grade becomes a prospective student-athlete if the institution provides such an individual (or the individual's family members or friends) any financial assistance or other benefits that the institution does not provide to prospective students generally. An individual remains a prospective student-athlete until one of the following occurs (whichever is earlier):

(1) The individual officially registers and enrolls in a minimum fulltime program of studies and attends classes in any term of a four-year collegiate institution's regular academic year (excluding summer); or

(2) The individual participates in a regular squad practice or competition at a four-year collegiate institution that occurs before the beginning of any term; or

(3) The individual officially registers and enrolls and attends classes during the summer prior to initial enrollment.

Institutional staff member. Coach, professor, tutor, teaching assistant, student manager, student trainer, etc, as defined by the NCAA.

Representative of athletics interests. A "representative of the institution's athletics interests" is an individual, independent agency, corporate entity (e.g., apparel or equipment manufacturer) or other organization who is known (or who should have been known) by a member of the institution's executive or athletics administration to:

(1) Have participated in or to be a member of an agency or organization promoting the institution's intercollegiate athletics program;

(2) Have made financial contributions to the athletics department or to an athletics booster organization of that institution;

(3) Be assisting or to have been requested (by the athletics department staff) to assist in the recruitment of prospective student-athletes;

(4) Be assisting or to have assisted in providing benefits to enrolled student-athletes or their families; or

(5) Have been involved otherwise in promoting the institution's athletics program, as defined by the NCAA.
