After hearings are scheduled, continuances may be granted by the commission for good cause. A motion for continuance must be in writing, unless made at the commencement of a hearing, and must be filed with the commission, and served on each party. The motion must be made as far in advance of the date fixed for hearing as possible. The commission may effect a continuance upon its own motion. When a substantive hearing officer is designated, the substantive hearing officer may rule on continuances unless the commission directs otherwise.
