Unless otherwise specified in these rules, the eligibility to participate in the adult education program is governed by the Workforce Innovation and Opportunity Act ( Pub. L. 113-128) and other procedures embodied in relevant federal notices and policy memos. The local programs must conform to other federal lawfully issued regulations and policies relating to the federal program. Terms used in this chapter have the same meaning as the same terms when used in federal adult education regulations and policies. The department of public instruction will announce its intent to provide funding for adult education programs. The announcement will be made through newspapers, the internet, direct mailings to existing programs, and other means that may be available.
