1. Each publicly owned treatment works and industrial user shall permit an authorized representative of the department, upon presentation of the representative's credentials:
a. To enter the premises of a
publicly owned treatment works or of an industrial user of a publicly owned
treatment works in which an effluent source is located or in which any records
are maintained;
b. To have access
to and copy any records required to be maintained;
c. To inspect any monitoring equipment or
method which is required; and
d. To
have access to and sample any discharge of pollutants to waters of the state or
to a publicly owned treatment works which result from the activities or
operation of the publicly owned treatment works or industrial user.
2. An industrial user of a publicly owned treatment works with an approved pretreatment program shall permit an authorized representative of the publicly owned treatment works, upon presentation of the representative's credentials, the access detailed in subsection 1.
