(a) Clients shall be residents of North Carolina to be eligible to receive assistance.
(b) Documentation shall be required to verify
the applicant's physical address at the time of initial application and at any
change in the recipient or applicant's residence on a form created by the
Department ("Verification of Household Composition" Form DSS-696, which may be
